Արցախի նախագահ Արայիկ Հարությունյանը, հանուն իր իշխանությունն ամրապնդելու, շարունակում է ուռճացնել պետական ապարատը։ Նրա որոշմամբ ձեւավորվել է բնակարանային հարցերի կոմիտե, որը զբաղվելու է զոհված (մահացած) եւ անհայտ բացակայող ճանաչված անձանց ընտանիքների, առաջին խմբի հաշմանդամների եւ անօթեւան մնացած անձանց բնակարանային հարցերով։ Սրանով մինչ այս զբաղվում էր սոցիալական ապահովության եւ միգրացիայի նախարարությունը, եւ առանձին կոմիտեի կարիք չէր զգացվում, սակայն նախագահականը պատերազմից հետո դարձել է «զբաղվածության կոմիտե», եւ գլխավոր գործը հնարավորինս շատ մարդկանց աշխատանքի տեղավորելն ու յուրային դարձնելն է։
