«Սիրելի ուսուցիչներ, առաջիկայում մի հետազոտություն ենք իրականացնելու, որպեսզի պարզենք խրախուսման տարբեր ձևերի ազդեցությունը ուսումնառության վրա։ Շատ կարևոր կլինի լսել ձեր կարծիքը՝ ինչպիսի խրախուսման ձևեր եք կիրառում, որ արդյունավետ են և արդյոք արդյունավետ եք համարում, մասնավորապես, գովասանագրերը։

Տեղեկատվության համար. պետությունն ամեն տարի տպագրում է շուրջ 50 հազար գովասանագիր, որոնք տրվում են գերազանց առաջադիմության և օրինակելի վարքի համար։ Դրան հատկացվում է զգալի գումար պետական բյուջեից։ Մեր դիտարկումներով, այդ 50 հազարից բացի, զուգահեռ ձևավորվում է նաև վաճառքի շուկա. հավելյալ գովասանագրեր տպվում և վաճառվում են։

Կարևոր է հասկանալ՝ արդյոք գովասանագրերը լավ գործիք են, եթե լավ գործիք են, արդյոք ճիշտ չէ, որ դրանք տրվեն դպրոցի կողմից, ոչ թե նախարարության»։
