«Պատերազմը շարունակվում է: Սահմանից եկող ազդակները օրեցօր ահագնանում են: Քաղաքական իշխանությունները ի վիճակի չեն պատշաճ կառավարում իրականացնել Զինված ուժերում, ավելին՝ ներքաղաքական նեղ անձնական շահերի ապահովման համար անգամ զերծ չեն մնում ստորացնել ազգային բանակը կայացրած գեներալներին և սպաներին, չեն կարողանում ապահովել դիրքերում զորքի պատշաճ ապահովվածությունը:

Ուստի առաջարկում եմ բոլոր ուժերից ստեղծել սահմանների պաշտպանության աջակցության կոմիտե և աջակցության բոլոր հնարավոր միջոցներով կանգնել մեր զինվորի կողքին, մեր սպայի կողքին, ամեն պահ դիպուկահարի թիրախում գտնվող սահմանամերձ բնակավայրերի բնակչի կողքին»:
