«Թուրքիան Հայաստանի տարածքով Զանգեզուրով կապվելու է Ադրբեջանի հետ և դուրս է գալու դեպի Կասպից Ծով` կապնվելով Կենտրոնական Ասիայի թուրաքախոս ժողովուրդների հետ։ Իրականացվելու է «5 երկիր մեկ ազգ» նոր ծրագիրը։ Ու այս առումով սահմանների բացումը, Ադրբեջանին դեպի Նախիջևան և Թուրքիա միջանցքի տրամադրումը հեշտ գործընթաց չէ և ունենեալու է անկանխատեսելի հետևանքներ։

Հայաստանը մինչև սահմանների բացումը` պետք է օրենքներ ընդունի և Զանգեզուրը հռչակի հատուկ կարևորության տարածք, որ հետո հեշտությամբ կանխի պրովոկացիաները։ ՈՒ դրա համար պետք է այսօրվանից ընդունվեն այդ օրենքները».
