Ուղերձում, մասնավորապես, ասվում է.

«Հայաստանի Հանրապետության ոստիկանության կոլեգիայի անունից և անձամբ շնորհավորում եմ Արցախի Հանրապետության ոստիկանության օրվա առթիվ:

Արցախի ոստիկանները միշտ հանցավորության դեմ պայքարի առաջին գծում են, ինչպես Ազատամարտի առաջնագծում եղան և այս ծանրագույն օրերին էլ իրենց կյանքն են դնում Հայրենիքի պաշտպանության զոհասեղանին։

Անգնահատելի է Արցախի ոստիկանների ներդրումը օրինականության ամրապնդման և քաղաքացիների իրավունքների պաշտպանության գործում:

Համոզված եմ, որ Արցախի Հանրապետության ոստիկանությունը շարունակելու է իր առաքելության իրագործումը՝ հանուն Հայրենիքի ու Ժողովրդի:
