«Հայաստանի վարչապետի աթոռը զբաղեցնող անձը չի էլ պատկերացնում, թե ինչպիսի վտանգներ է պարունակում իր այն պնդումը, թե նոյեմբերի 9-ի հայտարարությունն իբր ենթադրում է Գեղարքունիքի մարզում մեր զորքերը տեղակայել Խորհրդային Հայաստանի նախկին սահմանների երկայնքով։

Նախ՝ տխրահռչակ այդ հայտարարության մեջ որևէ նման հստակ ամրագրում չկա։ Երկրորդը՝ Խորհրդային Հայաստանի սահմանների մասին անտեղի հիշատակությունը և նախադեպի ստեղծումը կարող է Բաքվի բռնապետի կողմից լրջագույն վտանգներ պարունակող նոր պահանջների դուռ բացել Հայաստանի Հանրապետությայն այլ հատվածների նկատմամբ՝ դիցուք, Տիգրանաշենի, որը խորհրդային շրջանում ադրբեջանական արտատարածք (էքսկլավ) էր և որտեղով անցնում է Սյունիքը մնացյալ Հայաստանին կապող կենսական նշանակության մայրուղին։
