«Ժողովուրդ» թերթը գրում է. «Իշխանական կուլիսներում մեկ շաբաթից ավել է՝ քննարկվում է ՊԵԿ-ը հարկային եւ մաքսային ծառայությունների բաժանելու մասին լուրը: Նույնիսկ նշվում էր, թե ով է լինելու մաքսային ծառայության ղեկավարը, իբր այդ պաշտոնը ՀՀ վարչապետ Կարեն Կարապետյանը ցանկանում է վստահել «Գազպրոմ Արմենիայի» գլխավոր տնօրեն Վարդան Հարությունյանին:

Սակայն ՊԵԿ-ում եւ կառավարությունում «Ժողովուրդ» օրաթերթի բոլոր հարցումները փաստեցին, որ տարանջատման խնդիր չկա: Երեկ արդեն լուրեր տարածվեցին այն մասին, որ օրերս Հայաստան է եկել ՊԵԿ նախագահ Հովհաննես Հովսեփյանի ռուսաստանաբնակ եղբայրը` Հակոբ Հովսեփյանը: Նա հանդիպել է Սերժ Սարգսյանի հետ եւ խոստացել առաջիկայում օգնել, որ ՌԴ-ից նոր ներդրումներ գան Հայաստան: Ինքը` գործարար Հակոբ Հովսեփյանը, ըստ «Ժողովուրդ»-ի աղբյուրների՝ խոստացել է առաջիկայում մոտ 5 միլիոն դոլարի նոր ներդրում կատարել: Ու թերեւս այդ հանդիպումից հետո է որոշվել հարկայինը եւ մաքսայինը չառանձնացնել եւ թողնել Հովհաննես Հովսեփյանի տիրապետության տակ»:
