Արեֆը ընդգծել է, որ ժամանակակից մարտահրավերների առջև ազգային անվտանգության ապահովումը անմիջականորեն կապված է նորարարությունների ներդրման և երկրի գիտական ​​ինքնիշխանության ամրապնդման հետ, ինչը թույլ է տալիս արդյունավետորեն դիմակայել արտաքին ճնշմանը:
