Պատերազմը կավարտվի, երբ Ռուսաստանը տնտեսապես կամ ռազմական առումով ուժասպառ կլինի։ Այս մասին հայտարարել է Գերմանիայի կանցլեր Մերցը՝ Մյունխենի համաժողովում։

«Եթե խոսելը իմաստ ունի, մենք պատրաստ ենք խոսել։ Սակայն, ինչպես տեսնում եք ամերիկյան կողմից, Ռուսաստանը դեռևս պատրաստ չէ լուրջ երկխոսության»։

Մերցը նաև ընդգծել է, որ լավ տեղեկացված է Ուկրաինայի, ԱՄՆ-ի և Ռուսաստանի միջև եռակողմ շփումների ընթացքի մասին։ Նրա խոսքով՝ առանձին եվրոպական առաջնորդների կողմից Մոսկվայի հետ բանակցելու նախորդ փորձերը ձախողվել են. դրանց շուտով հաջորդել են Ուկրաինայի դեմ զանգվածային հարվածները։

«Ռուսաստանը պետք է հրաժարվի այս սարսափելի պատերազմից։ Եվրոպան և ԱՄՆ-ն պետք է ամեն ինչ անեն, որպեսզի իրավիճակը հասցվի այնպիսի կետի, որ Մոսկվան որևէ առավելություն չունենա իր ագրեսիան շարունակելու հարցում»։
