Սայադ Սամվելի Սմբատյանին մեղադրանք է առաջադրվել այն բանի համար, որ նա զբաղեցնելով ՀՀ ՊՆ N զորամասի թիկունքի պետ-հրամանատարի թիկունքի և կոմունալ-շահագործման գծով տեղակալի պաշտոնը և հանդիսանալով պաշտոնատար անձ, ՀՀ ՊՆ N զորամասի կադրերի բաժանմունքի սպայական, ենթասպայական և շարքային կազմերի պայմանագրային զինծառայողների ատեստավորման գործընթացը համակարգող խմբի պետ, պաշտոնատար անձ հանդիսացող Հակոբ Խորենի Խոշբեկյանի հետ նախնական համաձայնությամբ խմբի կազմում կատարել է պաշտոնեական կեղծիք:

Հակոբ Խորենի Խոշբեկյանին մեղադրանք է առաջադրվել այն բանի համար, որ նա ՀՀ պաշտպանության նախարարի՝ 2024 թվականի ապրիլի 12-ի թիվ 611 հրամանի համաձայն, ընդգրկված լինելով ՀՀ ՊՆ Ն զորամասում ատեստավորումն անցկացնող թիվ N 9 ատեստավորման հանձնաժողովում և հանդիսանալով պաշտոնատար անձ, ՀՀ ՊՆ թիվ Ն զորամասի թիկունքի պետ- հրամանատարի թիկունքի և կոմունալ- շահագործման գծով տեղակալ, պաշտոնատար անձ հանդիսացող Սայադ Սամվելի Սմբատյանի հետ նախնական համաձայնությամբ, խմբի կազմում կատարել է պաշտոնեական կեղծիք:
