2007 թվականին Մյունխենի համաժողովում ունեցած ելույթը ժամանակին էր, բայց այն չլսվեց: Այս մասին ասել է Ռուսաստանի նախագահ Վլադիմիր Պուտինը։

«Ես դա ասացի ոչ թե որևէ մեկի հետ վիճելու կամ Ռուսաստանին նրանց հետ ինչ-որ կերպ հակադրելու համար. մենք պարզապես չենք կարող այլ կերպ ապրել։ Ռուսաստանը կամ կլինի անկախ և ինքնիշխան, կամ ընդհանրապես գոյություն չի ունենա։ Եվ սա էի ուզում փոխանցել մեր գործընկերներին՝ հույս ունենալով, որ նրանք կլսեն և ինչ-որ կերպ կփոխեն իրենց վերաբերմունքը Ռուսաստանի նկատմամբ», - ասել է Պուտինը «Ռոսիա 1»-ի լրագրող Պավել Զարուբինին։

Մասնավորապես, ըստ նրա, 1990-ական թվականներից ի վեր Ռուսաստանին խոստացել են ՆԱՏՕ-ն չընդլայնել դեպի արևելք: Սակայն, ինչպես նշել է Ռուսաստանի առաջնորդը, արևմտյան երկրները «ստել են, խաբել՝ ձևացնելով, թե նման բան տեղի չի ունեցել»:
