ԱԺ ՔՊ-ական պատգամավոր  Հակ Սարգսյանի առաջարկած օրենքի նախագծով առաջարկվել է 24 ամսից պակաս ժամկետով զինվորական ծառայության անցնելու հնարավորություն, 1 ամսի ժամկետով ծառայության անցնելու դեպքում վճարելով 20 մլն դրամ և 6 ամիս ժամկետով անցնելու դեպքում 15 մլն դրամ պետական բյուջե վճարելու պայմանով։ Այս մասին այսօր՝ մայիսի 22–ին, կառավարության նիստում հայտնեց պաշտպանության նախարար Սուրեն Պապիկյանը՝ ներկայացնելով համապատասխան օրինագիծը։

Պապիկյանը  հայտնեց, որ օրենքի հեղինակը ԱԺ ՔՊ-ական պատգամավոր Հայկ Սարգսյանն է և նախարարական կոմիտեում կառավարությունը ձևակերպվել է առաջարկություն, ըստ որի կրճատ ժամկետով՝ մեկ ամսով զորակոչվելու դիմաց վճարվի 24 մլն դրամ և 4-ամիս ժամկետով  ծառայություն անցնելու դիմաց՝ 18 մլն դրամ։
