Նախնական պայմանավորվածությամբ, Ռուսաստանի Դաշնային ժողովի Դաշնության խորհրդի նախագահ Վալենտինա Մատվիենկոն Հայաստան կժամանի հունիսի 5-6-ը: Ռուսական պետական ՏԱՍՍ գործակալությունն ավելի վաղ նշել էր, որ Մատվիենկոն կայցելի Երևան՝ «ռուս-հայկական միջպետական հարաբերություններին նոր լիցք հաղորդելու համար»։

Թե ինչու է Դաշնության խորհրդի նախագահի այցն այդքան ուշ լինելու, չեն մանրամասնում։ ՀՀ իշխանություններն ԱՄՆ քաղաքականության շրջադարձի պայմաններում ստիպված են կրկին ռևերանսներ անել Մոսկվային, փորձել հարթել սուր անկյունները, Մոսկվայից էլ չափազանց կոշտ նշել են, թե փոխադարձ այցեր կարող են լինել միայն երաշխիքների դեպքում։ Երաշխիքներից մեկն էլ «Եվրաքվեի» երկրորդ ընթերցումը հետաձգել կամ կասեցնելն է։

Առայժմ հաջողվել է այն հետաձգել մեկ ամսով, բայց, ըստ մեր աղբյուրի, իշխանությունները մտմտում են, թե ինչպես կորցնեն այդ, իրենց համար գլխացավանք դարձած նախագիծը, որպեսզի Եվրոպայի կողմից էլ քացու տակ չհայտնվեն։
