Քրեական ոստիկանության Շիրակի մարզային վարչությունում դեկտեմբերի 19-ին օպերատիվ տեղեկություններ էին ստացվել, որ Գյումրի քաղաքի բնակիչ 63-ամյա տղամարդը 31-ամյա համաքաղաքացու հետ Ռասկատլյան փողոցի հասցեներից մեկում առանց համապատասխան թույլտվության պատրաստում, շշալցում, ակցիզավորում և իրացնում են տարբեր մակնշումներով կեղծ օղիներ: Տեղեկությունները ստուգելու նպատակով քրեական ոստիկաններն այցելել են Ռասկատլյան փողոցի նշված հասցե: 63-ամյա տղամարդը հայտնել է, որ տեղեկությունը ճիշտ է, ինքը փաստացի բնակվում է նշված հասցեում և ավտոտնակում առանց համապատասխան լիցենզիայի պատրաստում, շշալցում, ակցիզավորում է օղիներ: Նա ոստիկաններին մատնացույց է արել ավտոտնակի տեսանելի հատվածում գտնվող շշալցված օղիները, օղու տարաները և պիտակները:
