ՀԱՊԿ-ը պարտավոր չէր պատերազմել Երևանի կողմից՝ Ղարաբաղի համար, որովհետև Հայաստանը չէր ճանաչել Ղարաբաղը որպես անկախ պետություն և չէր մտցրել իր կազմի մեջ։ Այս մասին Աստանայում՝ ՀԱՊԿ գագաթնաժողովից հետո կայացած ասուլիսում, հայտարարել է ՌԴ նախագահը:

«Այն ինչ կատարվում էր Ղարաբաղում, իրավաբանական առումով Հայաստանի հետ կապ չուներ, այդ դեպքում Հայաստանի դեմ արտաքին ագրեսիա չկար»,- ասել է Վլադիմիր Պուտինը:

Անդրադառնալով Հայաստանի՝ ՀԱՊԿ-ի նկատմամբ դիրքորոշմանը՝ Ռուսաստանի ղեկավարը նշել է, որ յուրաքանչյուր երկիր ինքն է ընտրում՝ ինչ է ուզում անել և ինչպես է ուզում ապահովել սեփական անվտանգությունը։ «Կարծում եմ, որ Հայաստանի և ՀԱՊԿ-ի միջև ստեղծված իրավիճակը, ամենայն հավանականությամբ, պայմանավորված է հենց Հայաստանում ընթացող ներքաղաքական պրոցեսներով»,- հավելել է Պուտինը:
