Ներքին Հանդը Հայաստանի Կապան համայնքի գյուղ է, որը 3 կողմից շրջափակված է ադրբեջանական 2 տասնյակից ավելի զինված դիրքերով, միայն այստեղ Հայաստանի տարածքից օկուպացված է 2,700 հեկտար:

Մենք ապացույցներով արձանագրել ենք Ներքին Հանդի բնակիչների նկատմամբ ադրբեջանական հանցանքների լրացուցիչ փաստեր` Հայաստանի «Շիկահող» պետական արգելոցում հազարավոր ծառահատումներ ու տասնյակ կիլոմետրերով կառուցվող ռազմական ճանապարհներ, տեղադրված բազմաթիվ ականներ (ադրբեջանական 2 դիրքի օրինակով), խմելու ջրից բնակիչներին զրկելը, զինված դիրքեր քաղաքացիական տների անմիջական հարևանությամբ  և այլն:

Ադրբեջանն անցակցնում է շրջակա միջավայրին վերաբերող COP29 միջոցառումը, մինչդեռ հենց ինքն ավերում է Հայաստանի շրջակա միջավայրը. այս փաստերը պետք է հնարավորին ներկայացնել աշխարհի հարթակներում` ցույց տալու համար ադրբեջանական իրական մտադրությունները:
