Դրան հասնելու համար իշխանությունը բլեֆ էլ կանի, տակից էլ կգործի, մարդկանց էլ աջուձախ կֆռցնի միայն կարողանա այդ կեղծիքը ժամանակավորապես տեղավորել որոշների գլուխներում:
