Նախկինում այս պաշտոնը զբաղեցնում էր Իսմայիլ Հանիեն, ով մահացել էր Թեհրանում հուլիսի 31-ի գիշերը։ Իրանի Իսլամական հեղափոխության պահապանների կորպուսը հայտնել է, որ խմբավորման քաղբյուրոյի ղեկավարը սպանվել է «մոտ 7 կգ կշռող մարտագլխիկով կարճ հեռահարության հրթիռից»։ Իրանն ու ՀԱՄԱՍ-ը Իսրայելին մեղադրել են հարձակման համար, իսրայելական կողմը չի հաստատել իր մասնակցությունը:

Սինվարը համարվում է 2023 թվականի հոկտեմբերի 7-ին Իսրայելի վրա հարձակման կազմակերպիչներից մեկը, ըստ The Times of Israel-ի։

Նա զբաղեցրել է քաղբյուրոյի ղեկավարի պաշտոնը այն ֆոնին, երբ Իրանը պատրաստվում է հարվածել Իսրայելին՝ ի պատասխան Հանիեի սպանության։
