«Հրապարակ» թերթը գրում է. «ԿԳՄՍ նախարարությունում կառուցվածքային փոփոխություններ են նախապատրաստվում։ Ըստ հավաստի աղբյուրների, ակտիվորեն քննարկվում է լիցենզավորման գործակալության միավորումը Մասնագիտական կրթության որակի ապահովման ազգային կենտրոնի հետ, որի ղեկավարը Ռուբեն Թոփչյանն է։

Սա, մասնագետների կարծիքով, աբսուրդի ժանրից է` այս երկու հիմնարկները բացարձակապես տարբեր գործառույթներ ունեն եւ կապ չունեն միմյանց հետ։ Ըստ մշակվող նոր կառուցվածքի՝ լուծարվում է նաեւ սփյուռքի բաժինը։ Նախագիծը դեռեւս ուղարկված չէ կառավարություն, այն փակ փաստաթուղթ է, սակայն նախարարության աշխատողները գիտեն այս մասին»:
