Եվրոպական խորհրդի նախագահ Շառլ Միշելը ջերմորեն ողջունել է Հայաստանի և Ադրբեջանի միջև 1991-ի Ալմա Աթայի հռչակագրի վերաբերյալ համաձայնագիրը՝ որպես երկու երկրների միջև սահմանների սահմանազատման հիմք:

Ընդգծելով, որ երկու երկրների միջև տարածքային ամբողջականության ճանաչման վրա հիմնված սահմանազատումը եղել է նաև Բրյուսելում քննարկումների առանցքը՝ Միշելը հույս է հայտնել, որ այն կծառայի նորմալացման գործընթացին և խաղաղություն կբերի տարածաշրջանին։
