Վարդան Ոսկանյանը տելեգրամյան իր ալիքում գրել է․ 

Քանի որ ակնհայտ է, որ գոյություն չունի և ոչ մի իրական սահմանազատման և սահմանագծման գործընթաց, ապա պարզ է, որ Բաղանիս-Ոսկեպար-Կիրանց-Բերքաբեր հատվածում Բաքվի բարբարոսական վարչախմբի իրական նպատակը Հայաստանի կենսական կոմունիկացիաների խաթարումն է և մեր պետության անվտանգության համար խնդիրների ստեղծումը։

Հակառակ պարագայում՝ օրինաչափ և տրամաբանական կլիներ գործընթացը սկսել, դիցուք, Հայաստան-Վրաստան-արհեստածին Ադրբեջան սահմանագծերի հատման կետից։

Հետևաբար Բաքվի բարբարոսական վարչախմբի անթաքույց նպատակը ոչ թե խաղաղությունն է, այլ Հայաստանն աստիճանաբար որևէ կենսունակությունից զրկելը և իր համար վատագույն դեպքում հայկական ազգագրական ռեզերվացիայի վերածելը։
