Հայաստանը հաստատել է Եվրոպական խորհրդի նախագահ Շառլ Միշելի միջնորդությամբ Բրյուսելում առաջնորդների հանդիպմանը մասնակցելու իր պատրաստակամությունը: Այդ մասին ասվում է Հայաստան-ԵՄ քաղաքական և անվտանգային հարցերով երկխոսության երկրորդ բարձրաստիճան նիստի արդյունքներով արված հայտարարության մեջ։

Հայտարարության համաձայն` ԵՄ-ն ողջունել է Հայաստանի «Խաղաղության խաչմերուկ» նախագծի ծրագիրը՝ որպես տարածաշրջանում և դրանից դուրս խաղաղություն և համագործակցություն հաստատելու Հայաստանի կառավարության հանձնառության դրսևորում:

ԵՄ-ն աջակցություն է հայտնել Հայաստանի և Ադրբեջանի միջև հարաբերությունների կարգավորմանը՝ հիմնված տարածքային ամբողջականության և սահմանների անձեռնմխելիության փոխադարձ ճանաչման սկզբունքների վրա՝ ամրագրված 1991թ. Ալմա Աթայի հռչակագրով, կողմերին տրամադրված ԽՍՀՄ գլխավոր շտաբի քարտեզների հիման վրա սահմանազատմանը, ինչպես նաև յուրաքանչյուր երկրի ինքնիշխանության և իրավազորության հարգանքի վրա հիմնված տարածաշրջանային կոմունիկացիաների բացմանը՝ փոխադարձության և հավասարության հիման վրա։
