«Հրապարակ» թերթը գրում է. «Արցախի «Արդարություն» խորհրդարանական կուսակցության ղեկավար կազմը մտադիր է Հայաստանում հասարակական կազմակերպություն հիմնել, որը, ըստ ամենայնի, կղեկավարի պատգամավոր Մետաքսե Հակոբյանը, ով վերջին շրջանում մեծ ճանաչում է ձեռք բերել ոչ միայն Արցախում, այլեւ՝ Հայաստանում եւ սփյուռքում։

ՀԿ-ի գործունեության առանցքում լինելու է հայապահպանությունը, նախաձեռնողները ՀՀ իշխանությունների վարած քաղաքականությանը տրամագծորեն հակառակ գործունեություն են ծավալելու եւ փորձելու են Արցախի հարցը տաք պահել։ ՀԿ-ի անվան հետ կապված՝ դեռ որոշում չունեն։ Բանն այն է, որ Արցախում գրանցված կուսակցությունները Հայաստանում այլեւս իրավազորություն չունեն, եւ պատգամավորները որոշել են գոնե ՀԿ-ի միջոցով գործունեություն ծավալել»:
