2023 թվականի հոկտեմբերի 16-ին կայացել է Կապանում ՌԴ գլխավոր հյուպատոսության բացման համար ՌԴ արտաքին գործերի նախարարության առաջավոր խմբի ղեկավար Անդրեյ Շանինի և Կապան քաղաքի քաղաքապետ Գևորգ Փարսյանի հանդիպումը։ Այս մասին հայտնում են Հայաստանում Ռուսաստանի դեսպանությունից։

«Մանրամասն քննարկվել է Ռուսաստանի գլխավոր հյուպատոսության բացման նախապատրաստական ​​աշխատանքների ընթացքը, ինչը զգալիորեն կհեշտացնի հյուպատոսական ծառայություններին՝ Հայաստանի հարավում բնակվող ՌԴ քաղաքացիների հասանելությունը։
