Հասկանալի է, որ կան հարցեր, որ արագ լուծումներ չունեն, սակայն արցախցին պետք է տեսնի ու համոզված լինի, որ դրանք ծրագրվող և հեռանկարում իրագործվող են:

Սկզբնական փուլում պետք է սոցիալական հրատապ ծրագրեր իրականացնել` աստիճանաբար դրանք վերածելով զարգացման և հնարավորությունների ստեղծման»:
