Տեղում մարդկանց կյանքն ու ապրուստը երաշխավորելը պետք է առաջնահերթ լինի ամենախոցելիների համար՝ հիվանդների, տարեցների, կանանց եւ երեխաների։ Այս մասին օգոստոսի 16-ին Լաչինի միջանցքի ապօրինի շրջափակման թեմայով ՄԱԿ-ի Անվտանգության խորհրդի արտակարգ նիստի ժամանակ հայտարարել է ՄԱԿ-ում  Ճապոնիայի մշտական ներկայացուցիչ Կիմիհիրո Իշիկանեն։

«Նրանց կյանքին չպետք է վտանգ սպառնա։ ԿԽՄԿ-ն այժմ դժվարություններ ունի մարդասիրական օգնությունը Լաչինի միջանցքով հասցնելու գործում։ Մենք կոչ ենք անում որոշում կայացնողներին թույլ տալ, որ մարդասիրական օգնությունը վերսկսվի։ Այն պետք է անխոչընդոտ լինի։ Կողմերին կոչ ենք անում պահպանել ճանապարհի հասանելիությունը։ Մենք վերահաստատում ենք, որ իրավունքի գերիշխանությունը պետք է լինի, ցանկացած պետություն պարտավոր է հետեւել միջազգային մարդասիրական իրավունքի նորմերին։ Հայաստանի եւ Ադրբեջանի միջեւ հակամարտության լուծումը շատ կարեւոր է խաղաղության եւ կայունության համար Կովկասի տարաշրջանում։ Ադրբեջանի եւ Հայաստանի միջեւ խաղաղությունը կարեւոր է։ Հույս ունենք խնդիրը կլուծվի խաղաղ ճանապարհով՝ միջազգային նորմերին համապատասխան»,- նշել է նա։
