Սա հրաշալի հնարավորություն է ուղիղ բնակչից իմանալու նրան հուզող առաջնահերթ խնդիրների մասին, որոնց շատ դեպքերում հնարավոր է նաև հրատապ լուծումներ տալ, և հետո նաև բնակիչներն են այս կերպ համոզվում, որ իրենց ձայնը, իրենց հուզող խնդիրներն ու առաջարկներն իսկապես կարևորվում են պատասխանատուների կողմից:
