Նա նշել է, որ Ադրբեջանը, Իրանի հետ պայմանավորվածության համաձայն, սկսել է Արաքս գետի վրայով առաջին կամրջի կառուցումը։ Այսպիսով, Ադրբեջանը այլընտրանք ունի Նախիջեւանի հետ Իրանի տարածքով Արաքս գետով կապվելու՝ շրջանցելով Հայաստանը։

«Սա կիրականացվի, անկախ նրանից՝ Հայաստանն ուզում է դա, թե ոչ, սա շանս է, որ Հայաստանը անմասն չմնա տարածաշրջանային զարգացման ծրագրերից, ինքը կկայացնի իր որոշումը, եթե Երևանը ճիշտ որոշում չկայացնի, ապա ամենամեծ վնասը կհասցնի ինքն իրեն»,- հավելել է Բայրամովը։
