Ոստիկանության անձնագրային և վիզաների վարչության պետ Մնացական Բիչախչյանը ֆեյսբուքյան իր էջում գրում է.

«Հաշվի առնելով այն հանգամանքը, որ դեռևս հին նմուշի անձնագրերը գտնվում են շրջանառության մեջ, ուստի այն ստանալիս շատ ժամանակ անհրաժեշտ է լինում կատարել անձնագրում օտարերկրյա պետությունում վավերականության մասին նշում:

Եթե 16 տարին լրացած անձը դիմում է հին նմուշի անձնագիր ստանալու համար և ցանկանում է կատարել վերը նշված գործողությունը միաժամանակ, անձնագրային ծառայությունը իրավասու չէ մերժելու, այն պատճառաբանությամբ, որ քաղաքացին կարող է միայն դիմել անձնագիրը ստանալուց հետո:

Անձնագիր ստանալու համար պահանջվող բոլոր փաստաթղթերի հետ միասին ներկայացնելով նաև օտարերկրյա պետությունում վավերականության նշում կատարելու պետական տուրքի վճարման անդորրագիրը, անձնագրային ծառայությունը պարտավոր է օրենսդրությամբ սահմանված ժամկետում անձնագիրը տրամադրել քաղաքացուն՝ նշված գործությունը կատարված վիճակում»:
