<<Մարդու իրավունքների պաշտպանի մասին>> ՀՀ օրենքի 2-րդ հոդվածի համաձայն՝ մարդու իրավունքների պաշտպանը անկախ և անփոփոխելի պաշտոնատար անձ է, որն իրականացնում է պետական և տեղական ինքնակառավարման մարմինների ու պաշտոնատար անձանց կողմից մարդու խախտված իրավունքների և ազատությունների պաշտպանությունը:

ՀՀ հատուկ քննչական ծառայությունում քննվող թիվ 62228816 քրեական գործով (հարուցվել է ՀՀ ոստիկանության ՊՊԾ գնդի տարածք ներխուժելու փաստով) մեղադրյալ <<Նուբարաշեն>> ՔԿՀ-ի կալանավոր Խաչատուր Գիչյանի առողջական վիճակը ծանր է: Սրտանոթային համակարգի ծանր հիվանդությամբ տառապող 70 ամյա քաղաքացին գտնվում է 12 հոգանոց խցում, որտեղ 24 ժամ կալանավորները ծխում են: ՀՀ քաղաքացու կյանքին իրական վտանգ է սպառնում: 

Հաշվի առնելով այն, որ 70 ամյա սրտանոթային համակարգի ծանր հիվանդությամբ տառապող քաղաքացուն մահացու պայմաններում պահելը անմարդկային է՝ խնդրում եմ Ձեր միջամտությունը Գիչյանին չծխողների խուց տեղափոխելու համար:
